Description of problem:
HCO is taking too long (more than 15 minutes) to reconcile changes made to ConsolePlugin kubevirt-plugin 

Version-Release number of selected component (if applicable):
4.12.0

How reproducible:
100%

Steps to Reproduce:
1. Update ConsolePlugin kubevirt-plugin  and add a metadata.label to it
2. Wait for it to get reconciled
3.

Actual results:
It is taking 15 minutes or more to get overwritten

Expected results:
It would be overwritten within 3 minutes or less

Verified against CNV-v4.13.0.rhel9-1385.
