Description of problem:
Starting emacs-nox, with no ~/.emacs file and/or using -Q (so, no config files should be loaded), the message in $subject appears, and the file one tried to open specified on the command line is not opened.


Version-Release number of selected component (if applicable):
emacs-nox-28.2-1.fc37.x86_64

How reproducible:
twice now on two different systems running Fedora 37 inside a WSL2 VM on Windows 11.


Steps to Reproduce:
1. emacs filename, or emacs -Q filename
2. emacs opens, puts $subject message into the bottom of the screen. File is not opened.
3.

Actual results:
file is not opened

Expected results:
file is opened
