This is a tracking bug for Change: GNU Toolchain Update (gcc 13.0, binutils 2.39, glibc 2.37, gdb 12.1)

GCC 13.0 release candidate is in Rawhide.
glibc 2.37 release candidate is in Rawhide (current development).
Binutils 2.39 work is complete.
gdb 12.1 work is complete.

Next steps:
- Track gcc release and update.
- Track glibc release and update (expected February 1st).
