Description of problem:
Date and time options are overlapping in the "Generate at" option when generating the Errata report and Time can't be changed as well for the same.

Version-Release number of selected component (if applicable):
6.13.0 as well in earlier versions

How reproducible:
always

Steps to Reproduce:
1.Navigate to Monitor -> Report template ->  "Host - Applied Errata"
2. Click on "Generate" option 
3. On the "Generate at" option the Date and time is overlapping. Also the time can't be changed only "AM" and "PM" can be changed

Actual results:
Date and time options are overlapping in the "Generate at" option when generating the Errata report and Time can't be changed for the same.


Expected results:
Date and time should be separated and time can be changed.

Bulk setting Target Milestone = 6.15.0 where sat-6.15.0+ is set.
