Description of problem:

Tarballs on CDN waste space and are not a utilized commodity. Furthermore, they can not be signed with Red Hat's GPG key.

There's no technical reason to continue publishing them. The installer does not utilize them.

Bulk moving target milestone to GA after the release of Beta on 14th June '23.

Configurations are updated and tarballs will not be shipped with 17.1
