Because Default DNF5 change was retracted <https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/message/FT5JEHQMZYWN4CMPFPAJQBRF3KLYLM65/>, I guess you should update package maintainers to revert their changes.
This was deferred to F41, AIUI.
Closing this bug as this change has now been dropped and resubmitted as a new change https://fedoraproject.org/wiki/Changes/SwitchToDnf5, so a new tracker bug will be issued.
