I don't know of any reason why it wouldn't be possible. I've tried to be a bit careful with meson updates to avoid breaking stable Fedora releases, but I am not aware of any regressions in meson 1.0.0 compared to 0.63.3 that F37 has so I think it should be straightforward. We have had 1.0.0 in rawhide for a while now and nothing has turned up as much as I am aware of. I'd rather leave F36 alone at this point though. I think it makes sense to avoid doing toolchain feature updates in oldest Fedora releases to avoid disruption in other packages.
