Description of problem:
The documentation hyperlink for 'e-mail reporting' within Satellite WebUI -> Monitor -> Config Management redirects to upstream Foreman URL.

Version-Release number of selected component (if applicable): satellite-6.13.0-4.el8sat.noarch


How reproducible: Always


Steps to Reproduce:

1. Navigate to Satellite WebUI -> Monitor -> Config Management

2. Following line is displayed on same page: "If you wish to configure Puppet to forward its reports to Satellite, please follow setting up reporting and e-mail reporting". Here 'setting up reporting' and 'e-mail reporting' are hyperlinks. 

3. Click on 'e-mail reporting' which is a hyperlink and it will be redirected to a new page.


Actual results: The following upstream URL is opened "https://projects.theforeman.org/projects/foreman/wiki/Mail_Notifications".


Expected results: Red Hat documentation link should be opened.
