Description of problem:
promote option in dropdown is enabled for images which are not enabled with mirroring.
(promote toggles to demote for which are enabled and are primary which is expected)

How reproducible:
Always

Steps to Reproduce:
1. open ceph dashboard and explore options provided to a rbd image

Actual results:
promote option in dropdown is enabled for image without mirroring configured.

Expected results:
Disable promote option to rbd image
