Description of problem:

One of the major bottlenecks we experience is with Soutbound OVSDB load as connections scale with the number of compute nodes, currently with 3 per node. There are also proposals for adding additional agents requiring new connections.

As of [1], a 2-tier OVSDB relay architecture has been available. It would be good for us to support this to dramatically decrease the required number of connections to the main OVSDB servers.
