Description of problem:
cmark-devel provides cmake targets for cmark_exe, while not actually requiring the cmark executable

Version-Release number of selected component (if applicable): 3.30.3-1


How reproducible:
always

Steps to Reproduce:
1. configure cmake project that requires `cmake::cmark_exe`
2.
3.

Actual results:
configuration fails as cmark executable can't be found

Expected results:
cmark executable is found, since a package specifying a target while not providing the files required for it is a bit counterintuitive

Okay I will make the change, even though it feels somewhat wrong to me.
I wish the .cmake could decouple the executable from the library cleanly.
