Before this update, the default value of `rgw_max_attr_size` was 256, which created issues for OpenShift on OpenStack when uploading large images. We need to expose a way to set rgw_max_attr_size. The default may not suitable for all the cases (e.g. Openshift on Openstack)

Some additional info - this problem is causing a high priority bug for OpenShift on OSP 17.0 as bigger container images are failing to be uploaded to the internal registry, blocking most basic functionalities. For some reason this started to be a problem in 17.0, while 16.1 and 16.2 worked just fine. We should investigate why this incompatible change happened and then either fix it or add a way to configure the parameter on day one.

Was able to set the value by using: 
    CephConfigOverrides:
      rgw_max_attr_size: 0
In an environment file
