Cause: cephadm's repo tag scraping does not work with downstream image repositories
Consequence: The feature to display potential upgrade targets in the dashboard cannot list the images available for upgrade
Workaround (if any): None
Result: Users will need to specify the target image to upgrade to, rather than relying on the dashboard to list out potential options
