Description of problem:

sddm configuration shipped with plasma-workspace (sddm-wayland-plasma) allows some of the standard KDE shortcuts that should be blocked.

Steps to Reproduce:
1. Boot the Fedora system with KDE Spin installed
2. Wait until the SDDM login screen
3. Press Meta+E

Actual results:
Dolphin is opened. An unauthenticated user can browse everything that is visible to the `sddm` account.

Expected results:
Nothing happens. An unauthenticated user is unable to go past the login screen.

Additional info:
`--no-global-shortcuts`.

The upstream MR was merged, and I've made builds for this in Fedora now.

This arguably goes too far: it also disables VT switching. Switching from graphical login to a console VT is probably a fairly common thing for people to do, and does not seem to have any security implications (I would hope nobody is spawning root consoles on their VTs by default and relying on the login manager to forbid switching to them, or anything like that...)

This breaks openQA tests, and it would be rather awkward to work around it in the tests. So for now, Neal has kindly pointed me to the relevant place in kwin, and I'm sending a build which will always allow VT switching even if --no-global-shortcuts is used. We can refine the solution as time allows.

Note, F37 by default isn't really affected by any of this, as SDDM runs on X11 on F37 by default. F37 is only affected if you explicitly configure it to use SDDM-on-Wayland instead.

This message is a reminder that Fedora Linux 38 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 38 on 2024-05-21.
