Description of problem:
The following patch needs to be backported to OSP17.1:
https://opendev.org/openstack/neutron-tempest-plugin/commit/58c5d47ed8d9beb628261d589c6746e6b3059dad

More specifically, it is needed for the BGP downstream jobs.
