docker-compose failed to build from source in Fedora rawhide/f38

Please fix docker-compose at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
docker-compose will be orphaned. Before branching of Fedora 39,
docker-compose will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.

FEDORA-2024-63d016aed1 (docker-compose-2.29.1-2.fc41 and docker-compose-switch-1.0.5-1.fc41) has been pushed to the Fedora 41 stable repository.
