python-zmq failed to build from source in Fedora rawhide/f38

Please fix python-zmq at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-zmq will be orphaned. Before branching of Fedora 39,
python-zmq will be retired, if it still fails to build.

I have a PR that should fix the build for current releases - but it fails to build on ppc64le with Python 3.12 https://src.fedoraproject.org/rpms/python-zmq/pull-request/11

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
