rubygem-nifti failed to build from source in Fedora rawhide/f38

Please fix rubygem-nifti at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
rubygem-nifti will be orphaned. Before branching of Fedora 39,
rubygem-nifti will be retired, if it still fails to build.

Hi Ilya,

Are you still looking after this package? Could you take a look at this bug please? If you're not, could you orphan the package and someone else will take it over (or it'll get retired).

The last commit to this upstream was in 2014, so this is unmaintained software. We'll let it get retired on its own. Ilya, if you are around, please remove the neuro-sig from this package.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
