Description of problem:
The Settings tab in Virtualization Overview fails for a cluster-reader.

CNV 4.12.1

How reproducible:
Always

Steps to Reproduce:
1. Be a user with cluster-reader role
2. Go to Virtualization -> Overview -> Settings

Actual results:
It fails with:
  Oh no! Something went wrong.
  Description:
    Minified React error #31; visit https://reactjs.org/docs/error-decoder.html?invariant=31&args[]=a%3A%20network-attachment-definitions.k8s.cni.cncf.io%20is%20forbidden%3A%20User%20%22phoracek%40redhat.com%22%20cannot%20list%20resource%20%22network-attachment-definitions%22%20in%20API%20group%20%22k8s.cni.cncf.io%22%20at%20the%20cluster%20scope for the full message or use the non-minified dev environment for full errors and additional helpful warnings.

Do we need to backport the fix of #2166508 to 4.12.z?
