Pitivi would like this plugin to be present. A subpackage would be fine. If you're ok with it but lack the time I can do it.

The opencv plugin which provides the cvtracker element is only compatible with OpenCV 3.y, while Fedora's package has been 4.y since F32.  The 3.4 branch appears to still have limited support upstream but not sure for how long.  We would first need an opencv3 compat package before this could be considered further.

To what degree is OpenCV 3.4 still supported upstream, and for how much longer?

It's still listed as a current download and the latest release. is about 18 months old. So certainly as well supported as, if not more than, some other compat libs we ship.
