Description of problem:

We are having a clean installation of Fedora Workstation 37 and we upgrade this to Fedora 38, the Base Services Start testcase (https://fedoraproject.org/wiki/QA:Testcase_base_services_start) fails with one failed service which is the
rpmdb-migrate.

It throws an error that is visible on the attached screenshot. This happens regularly on any last upgrade tests.

I am also attaching all logs collected by the test engine. I was unable to find the reason for this behaviour.

How reproducible:
Always.


Steps to Reproduce:
1. Install Fedora Workstation 37.
2. Update the system.
3. Use dnf system-upgrade to upgrade to 38.
4. On an updated and restarted system run `systemctl --all --failed`

Actual results:
The failed service is listed.

Expected results:
No failed services will be listed.
