no boot order while editing vm boot order

Description of problem:
Create a VM and edit its boot order, there is no items show there.
It should have all current boot order items list there and allow user to drag it.

@Ronen @Yifat Why does it have the button "Add source" in this modal? I think we just show all boot items there then user could drag and pull the items, that's it.

Adding a new disk/nic, the items shows in the VM boot order field automatically, so I don't think it need to add a boot item in the modal via "Add source".

IIUC it looks like a bug that the list in the modal isn't reflecting the list shown in the VM details page.
If we don't want to enable users to add a resource that isn't already shown in that list, then I agree that the button "Add source" should be removed.

Now it has the boot order items in the modal, but the modal has two problems:
1. the delete button does not work, the item is not delete by clicking the button.
   and "please select a boot source" shows below by unexpectedly
2. Drag and drop the boot items in the modal, save and reopen it, the "Add source" button is missing
