reporter-bugzilla (thus report-cli and abrt-cli too) doesn't read ~/.config/libreport/bugzilla.conf and instead try to open /.config/libreport/bugzilla.conf (meaning abrt-cli always ask for a Bugzilla API key even if ~/.config/libreport/bugzilla.conf has an APIKey set, see https://discussion.fedoraproject.org/t/what-is-the-configuration-file-for-saving-bugzilla-api-key-for-abrt-cli-or-report-cli-usage/78898).

reproduced with libreport-2.17.7-1.fc39.src.rpm
