In OpenStack environments with ML2/OVN, the north/south traffic for instances with FIPs, belonging to VLAN project (tenant) networks, is centralized instead of distributed, even with DVR enabled. + This issue will be fixed in a future release of Fast Datapath (BZ link:https://bugzilla.redhat.com/show_bug.cgi?id=2007120[2007120]). Customers experiencing this issue who need an earlier solution should request a hotfix.

Also important to note is that when this flag is used, there is a need for this core ovn fix [1] so that traffic for FIPs is not centralized

According to our records, this should be resolved by python-networking-ovn-7.4.2-2.20220409154876.el8ost.  This build is available now.
