Description of problem:
systemd-udev requires systemd-boot-unsigned but this is not available on ppc64le platform.

How reproducible:
Always.

Steps to Reproduce:
1. Perform "dnf update" on a fedora 37 ppc64le system or try to update the packages by downloading and using rpm command:

Actual results:

Dnf will complain about broken dependencies
 dnf update

What about Fedora 37? I don't have F38 available on any ppc64le machine.

This has nothing to do with F38. The bug was in F37 and the fix is in F37.
