Description of problem:
When running our perf sequence we are seeing extremely low performance for SR-IOV on all setups and usecases

100%

Steps to Reproduce:
1. deploy overcloud
2. run trex sequance with SR-IOV ports
3.

Actual results:
very poor performance (~587463 PPS)

Expected results:
~29MPPS
