In 4.13 clusters with RCHS 6.1, the mons are failing to start.

Yes, RHCS 6.1 is required for ODF 4.13.

No

Yes, install 4.13 with 6.1.

Likely, but so far just hit in the acceptance tests in the CI

1. Install 4.13 with 6.1

Mons fail

Expected results:

Mons should form quorum and the cluster should start.

Not observed with the latest ODF 4.13 builds.
