Description of problem:
On rhel-9, with cephadm-ansible installed from the rhceph-6 repo, the cephadm-preflight playbook only disables rhceph-4 repositories and only on rhel-8
we need to also disable rhceph-5 tools and on both rhel-8 and 9.
