python-colcon-core fails to build with the latest setuptools version.

I've pushed the workaround.

Keeping this bug open, as while this has been worked around and the package will not fail to build, the issue is still there.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
