Description of problem (please be detailed as possible and provide log
snippests):
On MDR 4.13 setup, not able to relocate subscription based apps through UI. (see screen shot)

Both clusters are available/unfenced. Unfenced cluster was gracefully reboot prior trying relocate.

yes, works on 4.12.1 and 4.12.2

Steps to Reproduce:
1. Configure 3 ocp 4.13 clusters. hub, c1 and c2.
2. Configure MDR
3. Deploy subscription and appset based apps on c1. Assign drpolicy for both.
4. Fence c1 and failover apps to c2 via ui.
5. Unfence and graceful reboot c1. 
6. Relocate subscription based app to c1 via UI.

Actual results:
Cannot relocate subscription based app

Expected results:
Subscription apps should be allowed to relocated via UI
