Description of problem:
"No data available" shows on Virtualization overview metrics chart.

How reproducible:


Steps to Reproduce:
1. create a few running VMs in a project
2. View Virtualization overview page
3.

Actual results:
There are numbers shows in the chart, but no graph counts.

Expected results:
It shows the graph counts since there are data available.

It might be the backend issue since there isn't changes on the page.

This bug is happening only for namespaces that just recently created VMs, no sure how much but a few hours.
Since we want to present a trend and we can't get a trend for rather new VMs we want to fix the message to fit better in that case, it was discussed and agreed with @rsdeor
