Description of problem:
windows 2k22 pipelines failed and stuck during wait_for_vmi_status. This is stuck due to product key issue.

How reproducible:
always

Steps to Reproduce:

Actual results:
pipelines are stuck

Expected results:
pipeline should work like for win11
