Description of problem: This bug is for tracking the inclusion of KDE Plasma 5.27.4 for Fedora Linux 38 Final as a Freeze Exception.
Proposed as a Freeze Exception for 38-final by Fedora user ngompa using the blocker tracking app because: We want to have the latest bugfix release for KDE Plasma 5.27 in F38 GA.
Does it fix any particularly juicy bugs? That would help with the evaluation.

There are some nice bug fixes with RTL Plasma, offline updates for Discover, screensharing stuff with KPipeWire, etc. https://kde.org/announcements/changelogs/plasma/5/5.27.3-5.27.4/ I will need to bundle an update to sddm in this update to fix bug 2179591 though.
