Description of problem:
This bug is for tracking the inclusion of KDE Plasma 5.27.4 for Fedora Linux 38 Final as a Freeze Exception.

 We want to have the latest bugfix release for KDE Plasma 5.27 in F38 GA.

There are some nice bug fixes with RTL Plasma, offline updates for Discover, screensharing stuff with KPipeWire, etc.
