For F38 final release, we need a non-prerelease-versioned fedora-release package (i.e. one with a release of 1 or higher, not 0.x as it is now) and a fedora-repos package with updates-testing disabled. See Final criteria https://fedoraproject.org/wiki/Fedora_38_Final_Release_Criteria#Release_identification : "A fedora-release package containing the correct names and information and a fedora-repos package containing the correct repository configuration for a final Fedora release must be present on release-blocking images." also: "No notices or alerts about pre-release status may be shown as part of installation or critical path actions on release-blocking desktops." Some images will show a pre-release warning as long as fedora-release package's release is lower than 1.
