Can reproduce this issue on AliCloud with RHEL8.9 image.

Reset the component to kexec-tools as bz2185043 has already been fixed in kexec-tools.

Thanks for reminder.
Test with compose RHEL-8.9.0-20230812.18 (kernel: 4.18.0-509.el8.x86_64, kexec-tools-2.0.26-8.el8.x86_64)
run KDUMP-SAVE-VMCORE-NFS,KDUMP-SAVE-VMCORE-SSH both passed on Hyper-v  GEN1/GEN2 VM
