Description of problem: When executing validations by group no validations execute and the message No validations found is displayed:

(undercloud) [stack@undercloud-0 ~]$ validation run --group backup-and-restore -i /home/stack/tripleo-inventory.yaml
Validation config file found: /etc/validation.cfg
No validations found


This previously worked in puddle: RHOS-17.1-RHEL-9-20230329.n.1 and started failing in puddle: RHOS-17.1-RHEL-9-20230404.n.1

Version-Release number of selected component (if applicable): RHOS-17.1-RHEL-9-20230404.n.1

How reproducible: Every time


Steps to Reproduce:
1. Enter command: validation run --group backup-and-restore -i /home/stack/tripleo-inventory.yaml

Actual results: The message: No validations found   is displayed


Expected results: All the validations in the group are executed
