hammer host traces list does not show traces for hosts other than rhel7 -- same for UI and API

1. have a tracer setup on a host (rhel8 or 9), downgrade a package so that it requires service restart -- I used robottelo-mock-service from qe automation

Looks like the issue isn't in tracer or katello-host-tools-tracer itself, but its connection to dnf:

However, this fails:

It could be a DNF plugin command, try: "dnf install 'dnf-command(katello-tracer-upload)'"
That is taken straight from the binary /sbin/katello-tracer-upload
