save button is disabled while adding nic as nonpriv user

Description of problem:
Login with a non-privilege user and try to add a nic to a VM, the save button is disabled.

Steps to Reproduce:

the save button is disabled

Expected results:
the save button is enabled and the nic can be added successfully
