Description of problem:
GIMP supports HEIF since 2.10.2: https://github.com/GNOME/gimp/blob/gimp-2-10/NEWS#L1831 . Please enable it. libheif is in Fedora, so you can just add BuildRequires: libheif-devel .

This will allow RPM Fusion to retire the heif-gimp-plugin package (https://github.com/strukturag/heif-gimp-plugin).

Please add Obsoletes: gimp-heif-plugin < 1.1.0-13 when you enable HEIF support in GIMP. gimp-heif-plugin-1.1.0-12.fc37 is the last build in RPM Fusion.
