the-new-hotness does not know to remove upstreamed patches ... It builds in copr: https://copr.fedorainfracloud.org/coprs/mjg/mupdf-git-release/ We will have to wait for the matching PyMuPDF, though. Also, we may let that bake in rawhide for a while until well after F38 release, at which point there may be a 1.22.1 anyway ...
