Description of problem:

The link of Smart Class Parameters welcome page changed in https://github.com/theforeman/foreman_puppet/pull/346/files

we need to update it also in the theme plugin

Verified with:
- Satellite 6.14.0 snap 2

Test steps:
- Go to Configure > Smart Class Parameters 
- Click on the Documentation button 

Observation:
- Link for smart class parameter: https://access.redhat.com/documentation/en-us/red_hat_satellite/6.14/html/managing_configurations_using_puppet_integration_in_red_hat_satellite/importing_puppet_classes_and_environments_managing-configurations-puppet#doc-wrapper
(Note: page is not there yet, tried 6.13 version instead)
