Description of problem:
Customer is large telecom looking for a means to shelve and unshelve SRIOV instances as a pathway to move away from deprecated vcpu_pin_set and into shared/dedicated pin sets during upgrades.  Their environments are very taxed.  Migrations would be tedious for this conversion, but shelving/unshelving is a worthy option they wish to explore.

Understanding this has been fixed in Victoria upstream (https://review.opendev.org/c/openstack/nova/+/796909), customer needs BZ 1767797 backported into OSP16.2.  Customer is requesting a backport downstream only if this cannot be done upstream.
