Currently F38 ships with qt5 5.15.8, while F37 is already shipping 5.15.9. This causes a downgrade of 58 packages when upgrading to F38 from F37. 5.15.9 is already in koji, not in bohdi. Reproducible: Always

That is weird, because I have already updated to Qt 5.15.9 on my F38 container I run in Toolbox. Maybe try to wipe out the cache and try again?
