Description of problem:
Overview => settings -> "Live migration network" is empty when there is no nad network

How reproducible:


Steps to Reproduce:
1. Visit Overview => settings -> "Live migration network"
2.
3.

Actual results:
if there is no nad network created, it's grayed out with nothing
if there is a nad network, it looks fine.

Expected results:
when there is no nad network created, it should show the "Primary live migration network".
