Description of problem:
Installing fcitx-qt5 from EPEL 8 causes qt5-qtbase to be downgraded from 5.15.3-1.el8 to 5.15.2-4.el8.  It also prevents installation with other packages that have been rebuilt to work with 5.15.3-1.el8.

fcitx-qt5-1.2.4-4.el8


How reproducible:
always


Steps to Reproduce:
1. dnf --exclude qt5-qtbase-5.15.2 install fcitx-qt5


Actual results:
fcitx-qt5 requires older qt5-qtbase 5.15.2


Expected results:
fcitx-qt5 requires current qt5-qtbase 5.15.3
