Description of problem:

operators should be able to configure frr on the undercloud using the 'enable_frr' option in undercloud.conf, unfortunately this has a few issues:

1. container image needs to be explicitly specified via

parameter_defaults:
  ContainerFrrImage: xxxx

2. configuration could fail if composable networks are not defined
3. ovn_bgp_agent configuration files are generated even if not required
