It happens, if perl-locale is not installed. A similar issue might be observed when building perl-IO-Socket-Timeout.
This can be reduced to: $ perl -MPOSIX -e 'POSIX::strerror(POSIX::EACCES());' ^C
POSIX::strerror() does evals this string: 'BEGIN { local $!; require locale; locale->import} my $e = $_[0] + 0; local $!; $! = $e; "$!"' perl-POSIX needs to run-require perl(locale).
