Description of problem:
Start Celestia.  Choose the Help menu.  Choose Controls (or press Ctrl-H).  A window is displayed reading "Mouse and Keyboard Controls" at the top.  The contents of window are: "Unable to open file 'controls.txt', probably due to improper installation !"

Steps to Reproduce:
1. Start celestia.
2. Choose the Help menu.
3. Choose Controls.

Actual results:
A window saying that controls.txt is not installed properly.

Expected results:
A window showing the program controls.
