I'm backporting oci-cli to EPEL 9 in BZ 2208051. oci-cli needs python-arrow and that depends on python-dateparser.

It doesn't build cleanly on EPEL 9 due to a dependency on /usr/bin/xindy, but I submitted a pull request today to skip that requirement on EPEL 9:

Could you please branch and build python-dateparser on EPEL 9? I'm happy to help with maintenance if needed.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
