This bug was initially created as a copy of Bug #2208514

Description of problem:

With the new OpenStack deployment tool based on openstack-k8s-operators a new set of qcow images are required for baremetal deployment.

In order to ease the creation of this image using RDO packages, the repo https://github.com/openstack-k8s-operators/edpm-image-builder/ should be included in an RDO package.
